Semi-Annual Independent Monitoring Reports
Paragraph 661 of the Consent Decree requires the IMT to issue semiannual reports until the Consent Decree ends—which is after the City has reached full and effective compliance for each requirement for one to two years. See ¶¶693 and 714–15.
Our Independent Monitoring Reports 1-8 were lengthy, including specific information for each and every paragraph and requirement of the Consent Decree, detailing what the City and the CPD had or had not accomplished.
With the agreement of the Parties, beginning with Independent Monitoring Report 9, we have streamlined our reporting process. The appendices for Independent Monitoring Report 9 include only paragraphs where (1) the City has achieved additional levels of compliance, (2) the City has failed to maintain compliance, or (3) the IMT is highlighting particular progress or lack of progress toward full and effective compliance. In addition to the shorter appendices, the IMT included a detailed chart that includes each and every monitorable paragraph and how the City has achieved each level of compliance with each paragraph.

Special Reports
In addition to the semi-annual Independent Monitoring Reports, the Consent Decree allows the Independent Monitoring Team to “at any time, prepare written reports on any issue or set of issues covered by the Agreement.” The IMT has issued such reports on a few occasions.

Listening Session Transcripts
Listening Sessions and Written Comment Period on the City of Chicago’s and the Chicago Police Department’s Responses to the 2020 Protests and Unrest under the Consent Decree
To assist the Court, the Monitor, and the Office of Inspector General for the City of Chicago in assessing the City of Chicago’s and the Chicago Police Department’s response to the protests and unrest of 2020, the Court held listening sessions on August 19 and 20, 2020 – via Zoom video-conferencing (due to COVID-19) – to hear from community members. Like almost all court proceedings, these sessions were held on the record and were accessible by the public and the news media.
The Court Reporter permitted the IMT to share the transcripts of the listening sessions with the public, which are available here:
