Independent Monitor Conducts Third Community Survey

The Independent Monitor Margaret Hickey and the Independent Monitoring Team submitted its third Community Survey Report under ¶¶645–51 of the Consent Decree on January 27, 2025.

The report presents results from a community survey that asked about how Chicagoans feel about and interact with the Chicago Police Department. The survey was conducted between March and April 2024 by researchers from the University of Illinois at Chicago and the University of Chicago.

This summary describes some results of the IMT’s Third Community Survey conducted during the Spring of 2024.

Trends by Race and Ethnicity

Overall perception and satisfaction ratings trended down after 2020, then back up in 2024. However, as in previous surveys, the overall ratings for the CPD remain relatively low.

Misconduct Complaints & Investigations

Chicagoans continue to give the CPD low ratings for holding officers accountable for misconduct, with less than 1/3 rating the CPD positively.

Confidence in Reform

Both Chicagoans overall and young Black men reported low confidence that the CPD’s reform will have a lasting and positing impact.
