COMPREHENSIVE ASSESSMENT – PART II

On November 1, 2023, the IMT filed Comprehensive Assessment, Part I as part of Independent Monitoring Report 8. Part I addressed “whether and to what extent the City of Chicago and the Chicago Police Department are in compliance” with the Consent Decree, including:

  • areas of greatest progress and achievement,
  • the requirements that appear to have contributed to these achievements, and
  • areas of greatest concern (¶¶657–58).

The IMT’s Comprehensive Assessment Part II includes:

  • whether the outcomes intended by the Consent Decree are being achieved,
  • strategies for accelerating full and effective compliance, and
  • proposed modifications to the Consent Decree.
