Associate Monitor for Investigatory Stops, Protective Pat Downs, and Enforcement of Loitering Ordinances
Deputy Chief (Ret.) Cori Lowe is the Associate Monitor for Investigatory Stops, Protective Pat Downs, and Enforcement of Loitering Ordinances. She previously served as the Deputy Chief for the Albuquerque, New Mexico, Police Department (APD), a department comprised of approximately 890 sworn officers and 400 professional staff serving a community of over 560,000 residents. Deputy Chief Lowe also serves on the monitoring team in Portland, Oregon.
During her tenure with APD, Deputy Chief Lowe created, implemented, and managed the APD Accountability/Compliance Bureau from 2017 to 2023. She led efforts to increase compliance with the Court-Approved Settlement Agreement (CASA) between the City of Albuquerque and the United States Department of Justice (DOJ), consistently raising compliance levels over a six-year period. As of November 2023, APD achieved 98% operational compliance with CASA requirements specific to investigatory stops and related practices. Deputy Chief Lowe provided strategic leadership by developing and supporting audit functions, policy development, training initiatives, the Force Review Board, compliance planning, and self-assessment processes, demonstrating the department’s capacity for accountability and transparency beyond federal oversight.
Deputy Chief Lowe earned her bachelor’s degree in business administration from the University of Nevada, Las Vegas. She earned her master’s degree in public administration from Wayland Baptist University.
