The Independent Monitoring Team is responsible for assessing the Chicago Police Department and the City of Chicago’s Compliance with the Consent Decree.
The Consent Decree requires the CPD to provide constitutional policing that respects the rights of all Chicagoans, builds community trust, and promotes community and officer safety.

On March 1, 2019, the effective date of the Consent Decree, and after a competitive selection process, Judge Dow appointed Ms. Maggie Hickey, a Partner in the ArentFox Schiff law firm, as the Independent Monitor. As the Monitor, Ms. Hickey leads a team of professionals and consultants from ArentFox Schiff and the CNA Center for Justice Research and Innovation, including subject matter experts, members of the Independent Monitoring Team’s Community Engagement Team, and other partners. The role as the Independent Monitoring Team is to assess the CPD’s and the City’s compliance with the required elements of the Consent Decree.
